 History


 The Orwell Police Department was formed in 1954. At that time, the department was comprised
 of four part-time officers. When an officer was not on duty, calls were answered by the
 Ashtabula County Sheriff's Department.
 
 The department remained part-time until the late 1970's. Full-time officers were hired at that
 time to handle the increasing load of patrol work and investigations.
 
 Today, the department is a full-time agency with part-time and auxiliary officers supplementing
 the full time staff. The department also has a Police Chaplain program. Modern policing tools,
 including computerized records, in-car video systems, etc., are used to provide services to the
 residents of Orwell.
